The
creation of the UTF in 2310 marked an important point in the history
of its members. The level of cooperation that developed among the
races was unprecedented and resulted in prosperity beyond any level
originally hoped for. The UTF serves as a prime example of how unique
and distinctive individuals can come together to form a group with
capabilities far beyond that of its individual members.
The
UTF is organized around a central government composed of equal representation
from each race. The Governing Council has three seats for each member
race – Humans, Necrons, Grimalkins, Andarians, and Garians
for a total of 15.
The
odd number of council members
prevents a
tie vote and ensures that any controversial initiatives don’t
halt the decision process. Every five years the council members
are elected on their respective homeworlds by any citizen registered
on that planet. In this way a small cross-pollenization occurs in
the voting pattern and keeps each member from being elected exclusively
by any one race. The councilors serve only a single term and cannot
be elected twice to the same level of government. Each year the
council chooses one Principal Director from its membership that
acts in a supervisory capacity. The Director can only serve for
one year and then must return to their regular council seat to be
replaced by their successor.
